Actions can target objects in the game and perform actions on them specifically. Any time a card selects an individual card or other game object explicitly or implicitly that is a target, for instance, a tool implicitly targets a character.
Often cards can only target specific types of object. For instance, a card might state "Destroy target character with endurance less-than 3". This card can only effect characters with endurance less-than 3. Targeting requirements like this are checked when the target is chosen and then again when the action resolves. If they are violated at either point the action is put in the discard pile directly. For tools and installations with targeting requirements the requirements are additionally checked continuously. If they are ever violated for a tool the tool is disassociated as an instantaneous effect. If they are ever violated for an installation, it is placed in the discard pile as an instantaneous effect.
